| Medium | • Demand to obtain needed resources/supports from outside • Full implementation of conservation measures to sustain essential services • Shutdown of auxiliaries sections • Declare total diversion status or partial/total evacuation |
| High | • Discontinuity of essential services • All patients/clients will be transferred to other/nearby service facilities/areas • Unable to deploy more than 50% of personnel responsible for the essential sections/services |
