Stakeholder		Description	Example
Owner		Organisations responsible for decisions on physically modifying the railway infrastructure	National railways – for example, Iarnród Éireann (Republic of Ireland) and Network Rail (UK)
User	Passenger	People who intend to use or are using or have just used passenger trains	A passenger on a train
	Freight customer	Organisations that are users of the freight trains	Tarmac, WH Malcolm Logistics (based in the UK)
	Carriers	Organisations that operate passenger and freight trains	Northern Rail (UK), Eurostar (Europe), Trenitalia (Italy), DB Schenker (based in Germany), SBB Cargo (Switzerland)
DAP		People other than passengers or workforce members who are in the vicinity of the railway but do not intend to travel or travel on a train or have just travelled on a train	People who live/work near the railway and are affected directly by the traffic at the moment of railway operation – for example, car users crossing the level crossing
IAP		People who are not in the vicinity of the railway but are affected by it	People who live/work too far away from the railway to be affected directly by the traffic during the railway operations but are indirectly affected over time by the general impacts of the railway transportation – for example, people affected by the changes in climate due to the emissions produced due to railway transport
