1Giving a scale of 1 implies that both criteria are equally important and contributed to the objective
3Giving a scale of 3 to criterion “X” over “Y” implies that criterion “X” is more moderately important and favoured than criterion “Y”
5Giving a scale of 5 to criterion “X” over “Y” implies that criterion “X” is more strongly important than criterion “Y”
