Components of the cost model for the embankment preloading example

Cost component	Description
C_sur,i	Cost of adding a preloading surcharge of height ΔH_i. Includes material costs, mobilisation costs, material availability at the time of the decision, and additional berms for slope stability
C_delay	Cost penalty for project delay – that is, sufficient settlement (s_target) has not been reached within a dedicated time period
C_OCR	Cost penalty for reduced serviceability of the superstructure, due to residual settlement caused by insufficient overconsolidation at time of unloading
