The line chart shows the number of S T T R awards by fiscal year on the horizontal axis and the number of awards on the vertical axis. The fiscal year range extends from 1995 to 2023. The vertical axis ranges from zero to 100 awards. One line represents Phase one awards and the other represents Phase two awards. Phase one awards start at zero in 1997, rise to around 25 by 1999, fluctuate between approximately 20 and 45 from 2000 to 2014, then increase to a peak of about 60 around 2016, and remain between approximately 45 and 60 through 2023.
