Phase 3 depicts development of themes such as Open data considerations, Open data providers, Open data collaborators, Enabling mechanisms, National contexts, and Impediments. Phase 4 and Phase 5 depict reviewing, defining, and naming themes, resulting in considerations for start-up entrepreneurs, synergy of providers and collaborators, Open data enablers, Broader contexts, and impediments for start-up communities and providers. Phase 6 depicts producing the report, establishing a theoretical framework with five interconnected components.
