From 1990 to the late 1990s, the values fluctuate at low levels, mostly between 0 and 1, with occasional small increases to 2. In the early 2000s, the values continue to vary at low levels, generally between 0 and 2, with brief rises. Around the mid-2000s, the line increases to about 4, then settles around 2 for several consecutive years. In the early 2010s, the values again fluctuate between 1 and 4.
