The flowchart presents four sequential phases. Phase 1 describes data collection using secondary sources from embassy research briefs and public institutional documents across seven national contexts including U K, U S, Brazil, India, China, South Korea, and Japan. Phase 2 outlines thematic coding, where documents were reviewed and segments related to governance and regulation were coded inductively and grouped into themes such as innovation policy, regulation, and financing instruments. Phase 3 describes cross case matrix development, in which country specific themes were organized into a comparative matrix to identify commonalities and divergences. Phase 4 presents pattern matching and theoretical integration, where empirical patterns were aligned with institutional theory and categories linking governance, regulation, and S M E scaling were progressively refined.Phases of data collection and data analysis
