The principal actors include land use planning agencies abbreviated as L P A s and environmental protection agencies abbreviated as E P A s, alongside subordinate agents. Land use planning agencies include the Ministry of Road and Urban Development abbreviated as M R U D, the Ministry of Interior abbreviated as M o I, the Supreme Council of Urban Planning and Architecture abbreviated as S C U P A, local municipalities, and the Urban Development and Revitalization Organization abbreviated as U D R O. Environmental protection agencies include the Department of Environment abbreviated as D o E and state wide departments including the Human Environment Section. Subordinate agents include governmental land owners and developers, the Ministry of Industry Mine and Trade abbreviated as M I M T, and the Ministry of Energy abbreviated as M o E.
