Unique titles and abstract screening is conducted on 648 records, with 412 records excluded due to lack of alignment with core thematic focus or capacity-building parameters. Full-text evaluation is performed on 236 articles, with 149 articles excluded for operational reasons, including insufficient theoretical anchoring, exclusively technical focus, or narrow case studies.
