The black line representing licence gaps fluctuates slightly above 2.0 throughout the period, decreasing gradually until around 2022 and then rising again to about 2.05 by 2023 q 3. The lighter line representing person gaps declines steadily from approximately 1.79 to 1.73 before increasing slightly after 2022 q 3.
