The flowchart illustrates the data collection and analysis process for a research study. The process begins with data collection, where data is gathered using the SERCOP search engine with the keywords tourist, tourism, and tourist. This results in a total of 210 records retrieved in a spreadsheet from 2014 to 2023. The next step is data screening for eligibility, where the database is screened simultaneously by two researchers. Two criteria for exclusion are identified: product description and type of purchase, reducing the records to 130. The data analysis phase involves four cycles: the first cycle is attribute coding, focusing on the level of government and type of competency fulfilled by the contract; the second cycle is descriptive quantitative analysis of the attributes of the contracts; the third cycle is open coding within the research framework, resulting in 129 codes; and the fourth cycle is pattern coding, resulting in 25 codes and 19 memos.
