An outer layer labelled External Resilience Controls, or E R Cs, includes climate resilience controls, technology-driven controls, and geopolitical and legitimacy controls. External signals comprise climate data, A I systems and geopolitical trends. These feed into the framework, which produces resilience responses through operational and financial adaptation.
