Existing published guidance covers fixed oil storage tanks including containers connected to the point of use. However, other liquid containers that are handled or stored incorrectly can lead to pollution. The new guidelines detail options to reduce the risk of pollution of land, surface waters,groundwaters, sewers and drains through appropriate early prevention.measures.

This includes the potential exposure of workers to hazardous substances during the handling of drums or intermediate bulk containers (IBC's). This can be as a result of minor leaks, emissions or spillages, particularly during dispensing. Flammable liquids, pesticides and timber treatment chemicals are all covered by current legislation which extends to delivery and handling as well as both primary and secondary containment systems. The siting of storage containers, together with both the construction and capacity of secondary containment facilities must also come under consideration.

The onus now rests with anyone handling or storing drums and containers up to 1000 litres to supply both suitable primary containers and secondary containment systems. In addition, spill kit are to be located around the site and on vehicles with a Site Incidence Response Plan and Trainin to be drawn up to deal with leaking containers and spillages.
