THE practical effects on the industry of changed defence policy can now be seen with more clarity than when the famous White Paper was published. The intervening period has been one of readjustment, and it now seems worthwhile to consider again what the future will call for. The highly competitive civil market, and continuing exports of military aircraft, are likely to be the mainstay as far as conventional aircraft are concerned. Whatever the system of organization and administration in the industry, and in its relations with the Government, the need will be for men and knowledge, or put differently, education and research.
