Before an aircraft is allowed into the air to earn its keep, such organisations as the FAA, ARB, IATA, BOT, CAA, ATC and ATLB (to name but a few) have to be consulted. Yet in spite of all the regulations now governing aviation there is one large area of activity with no controlling body. This industry within an industry allows unrestricted scope for the dreamers, the woolly thinkers and those whose philosophy is based on a remark attributed to the late Sam Goldwyn — ‘My mind is made up. Don't confuse me with facts’.
