In GB Patent GB 2352431 Norman Evans describes resilient rubber air scoops attached to the side walls of an aircraft's landing wheels' tyres so that when the wheels are lowered into the airstream prior to landing the rubber pockets below the wds of rotation cause considerable resistance to the airflow whilst the pockets above the axis of rotation cause minimal resistance causing the wheel to rotate at a speed at touch down similar to the ground speed of the aircraft.
