Documentation in the international field was initiated, as you know, largely through the devoted efforts of a few enthusiastic pioneers. The International Office of Bibliography was founded in 1895 in Brussels. In 1928 Mr. F. Donker Duyvis was made a General Secretary with Messrs. Otlet and La Fontaine, and so the International Institute of Bibliography had an office in the Hague as well as in Brussels.
