The idea which ultimately found expression in the creation of the Organization for the Interchange of Technical Publications in Sheffield was first suggested in a paper which I read to the 9th Annual Conference of ASLIB in 1932 on ‘The Public Library as an aid to industry and research’, in the course of which the following remarks were made:—
