A cost analysis programme is defined here as a project aimed at quantifying the balance of a working system by measuring the input in terms of resources allocated to the various parts of the programme and relating this to the output measured in terms of what has been accomplished. Cost analysis is primarily used when it is not possible to evaluate the benefits resulting from the programme.
