I would like to start with a definition: Euronet is a conglomerate term designed to describe a concept—the sharing of information resources in the member states of the European Community, not to be confused with just on‐line services. In short, early next year, by present plans, the nine member states of the European Community, and possibly others, will be connected to a European‐wide data communications facility which is dedicated to providing access from each member state to stores of scientific, technical, economic and social information. The data communication facility is the first tangible European‐wide step in a longer‐term plan designed to harmonize the provision of information services to all peoples in all member states. I say this deliberately because it is often lost sight of in discussions on this topic that the creation of the physical Euronet is but one part—albeit a very important building block—of a much wider design.
