On the fourth page of my paper, on the left hand side, I refer to a Bill before Parliament. That Bill has now become law as the Water Act of 1983. As a result the membership of water authorities will indeed be revised as from 1 October 1983 and Thames Water Authority will have 15 members.
In the written paper I have attempted to give a few broad indications of the way in which Thames Water Authority practices river basin management. In this introduction I would like to give an example in rather more detail. This relates to the control of pollution in such a way as to optimize the use of the Authority's resources in treating sewage.
