I represent an operator, a manufacturer of hazardous materials and also a tank manufacturer. There seems now to be enough legislation, and I think the time has come to contemplate the existing legislation and make the best use of it. I was disturbed by the notes on the Hazchem sign. Let's start using these signs now, rather than trying to extend them still further.

2 . Because of the diversity of regulations, coping with operating problems and complying with regulations are almost impossible today. Over the last few years there have been tremendous increases in operating costs and it is a considerable problem to comply with all the regulations and still manage to transport goods at a reasonable and acceptable cost. Paper 4 dealt with tank containers, but tanks with pairs of wheels at each end are also governed by the regulations of the Department of the Environment, Department of Trade and Industry and ADR.
