Professor Jones, Chairman of the afternoon session, opened the discussion with three brief presentations.

Dr Bush, Highways Agency, commented that the Highways Agency has heard that soil reinforcement is widely used in Europe and that it is cheap, quick to construct and reliable. In the UK however reinforced soil has faced resistance to its use. Problems of lengthy approval procedures and the lack of design standards have been cited as causing part of this resistance.

Over the last 12 months the approval procedures have been streamlined and clear guidelines have been issued to Highways Agency project managers. HA 68/94 has been issued to give guidelines on reinforced soil slope design and, later in the summer, BS 8006 is expected to be published giving guidance on the design of foundations as well as slopes, walls and abutments. It is hoped that these remarks will enable the Highways Agency to take advantage of these lower cost solutions.
