I would emphasize strongly - speaking only about

the USA - that we are dealing here with a system,

consisting of the airport, air traffic control

and, most important, air carrying. Such a sys

tem in the USA by its nature must be regulated,

and the present move towards what was to be

called 'regulatory reform' is, in my opinion, a

lot of nonsense. At the end of the day we shall

wind up with much the same system. Less regula

tion sounds attractive, but systems mean there

must be regulation.
