Mr. J. D. RICHARDSON(Wimpey Group Services Ltd): It is unfortunate that the implementation of the Chilver recommendations (ref. 1) comes at a time when the construction industry is still in recession. The signing of indentured training agreements should not be taken lightly and these cannot be set aside as easily as might be thought from Paper 2. The Chilver requirements add a considerable bureaucratic burden and cost to the training of civil engineers under agreements. Continued uncertainty has led Wimpey to the view that in future the number of indentures offered each year will be greatly reduced and on a very selective basis.
