Mr Campbell, in your paper, main line track renewal costs are shown to be greater now than 30 years ago, but if these costs are calculated per passenger or per ton, as seems more appropriate, the picture might be different. Do you wish to comment on this?

1983 track renewal costs may appear, at first sight, greater than those of 30 years ago. Any simple calculation to compare these costs on a per passenger mile or per ton mile basis will not allow for the many changes, outlined in the paper, which have taken place during the period in question and will not therefore be representative.
