Motorway experience in the counties confirms that much of the Department of the Environment's procedure is good, especially the thoroughness for the study of individual routes.

Looking to the future and the influx of traffic anticipated there is an increasing need for an increased programme of urban motorways, and a programme based over a longer period ahead to establish a network. The prime need arises from the growth of traffic and the better planning that will result in the selection of the location of individual routes if the interaction of the ultimate for the network pattern for thirty years ahead is known. Also there is a need to consider the movement of people which arises from land use. Land use structure plans and local plans have been considered for 20 years ahead with possibilities of extension for extra population and jobs beyond that time. The associated movement of people resulting from this land use and the increased use in ownership of cars must be taken into account over the same or a longer period.
