The justification for this Paper is that it may suggest what training one wants to give young engineers and operatives, guide research and development, assist the Government to determine capital investment policy and influence the design of treatment works so that they can be modified or extended to meet future needs.

Designers must aim to do the same thing bet ter and to meet new requirements. I believe that sewage will become weaker but paradoxically more difficult to treat because of an increased content of industrial waste. Variation in quality of effluent is likely to come under increasing scrutiny, and it may be necessary to deal with new requirements such as the control of faecal bacteria, toxins, carcinogens and nutrients.
