After the Secretariat for the Environment of the Buenos Aires province was created in 1995 several bills, rules, regulations and amendments concerning environmental protection were passed. Among them (in 1997) was the so-called hazardous wastes law which was passed and regulated by rule 806/97. This rule calls for minimum requirements to be applied to hazardous waste sites construction and siting in the province territory. Latterly regulation 322/98 has allowed industries to construct their own hazardous wastes disposal cells to dispose of only their own industrial residues, applying the same technology required in rule 806/97, subtitle V. Since then, after auditing some projects submitted to the environmental authority to obtain operational environmental permits, it was felt necessary to establish a mandatory Construction Quality Control and Assurance programme. The aim of the programme was to ensure minimum risk of contamination from potentially poorly constructed new disposal units.
