When considering a terminal building design there were four aspects to take into account—the interests of the airport owner, who was the policy maker; the interests of the airline operator, who also made policies; the engineering aspects of the terminal; and the architectural interests. These all had an effect on one another and the success or failure of a terminal depended on the extent to which these interests were coordinated. Although the Paper concentrated on certain engineering aspects of design it was important that an air terminal building should not be designed in isolation from the several other factors which have an effect on it.
