Papers 1-3 use different bases for their cost estimates. Paper 1 shows an amortization cost per tonne which is the equivalent of only 6% per annum on the capital cost. Paper 2 says the Eastbourne project is economic when landfill costs are at £8.75 per tonne but does not ex plain how this figure is arrived at. What is the income? Is it steady and reliable? Paper 3 quotes revenue costs but not capital costs.

In all cases is the cost of land included? There is a danger of not knowing what one is talking about. What comments do the accoun tants have? New engineering projects are not toys. They should result in an economic bene fit to the ratepayer. I am an enthusiast for resource recovery but there must be a common basis for measurement.
