This is where the work is done and the aim must be to produce the most economical solution, bearing in mind construction and maintenance costs. The best value for money is required, and the construction process is all-important.

It has become increasingly evident that it is possible to regularize, by analysis, the better construction methods and temporary works procedures to improve the general level of performance. It is not always possible to see in advance how this will be achieved; nevertheless it is happening.
