Paper 9 on the choice of estimation techniques is to a large

extent a summary of the introduction to volume 1 of the

Flood studies report* which is in turn a guide and summary

to the report as a whole. Thus, whereas previous papers

have been based on individual chapters or volumes, this

paper provides an opportunity to throw open discussion of

the report as a whole. Though the opportunity of getting

the authors together like this may not recur, I hope that users

of the report will write to the flood studies team at the Insti
