MR D. W. GLASSBOROW The Papers hardly refer to the common transport policy probably because travel is largely irrelevant to its aim as set out in the Treaty of Rome: to prevent transport being used by national governments to protect their own industries.

Road passenger transport (except for cars) is too small a user of tne road infrastructure to be used easily to subsidize road freight, but rail passenger services are major users of the rail infrastructure and so can be used. EEC rail passenger users are heavily subsidized. In the UK this allows rail freight to be relieved largely of its infrastructure costs.
