A designer is defined in regulation 2(1) of the CDM Regulations as meaning

Thus, any person can be a designer. In fact, many persons contribute to design unwittingly without recognising that they are taking part in the design process.

It is within most people's contemplation that design would include the preparation of drawings, calculations and specifications, but note, in particular, that the preparation of bills of quantities is included within the definition of design. The inclusion of bills of quantities hints at the importance of the allocation of financial resources, although an express reference to financial resources was not included in the 1994 and 2007 Regulations nor is in the latest Regulations.
