The first impression gained from the deliberations of this Conference is the formidable complexity of the whole subject of European transport, overlain as it is with economic, political, social, cultural, technical and environmental issues. In these days of instant everything, I fear that we are by no means heading for instantly, smoothly integrated European transport - much as everyone would gain by it. Realistically, that is an objective for the 21st century. But let us try to speed its arrival.
I think four main streams of progress and debate can be distinguished
(a) change - political and regulatory change, with (in them) real prospects of a more liberal approach over the years to come - this may not come by 1992 but it will one day
