Many commentators on toll roads in Britain make (X±fP<~ immediate comparisons with France. The French popuhwia** has not had the benefit of motorways free of charge, as has been the experience in the United Kingdom. The comparison is, therefore, flawed. However, other comparisons with the continent are more valid as are those with the United States. These comparisons are in terms of vehicles per mile of motorway and car ownership per head of population. These comparisons are shown graphically in Fig.l. It can be deduced, therefore, that the United Kingdom has enormous potential for growth in car ownership per head of population in a country where density is already ahead of the countries used in the comparison.
