The paper considers the complex nature of defining baseline wave and tide conditions for an area exposed to a broad range of conditions that may result in flooding. The paper works through the process in relation to the Island of Guernsey, from the initial identification of flood risk, looking at where flooding may occur in different locations. The paper recognises that we are dealing with dynamic systems that are interrelated over time and space, with interdependencies between various sub-sets of information. The analysis considers how extreme conditions may occur with different frequency from different wave directions. This full understanding is necessary in defining a true picture of sources, pathways and receptors, essential for coastal planning and flood risk management.
