As we approach the fourth anniversary of the enactment of the No Child Left Behind Act (NCLB), I am pleased to talk with you today about the progress we have made under the law and some of the new flexibilities the Department is offering. Like most four-year-olds, the law has experienced growing pains, and is continuing to develop. I am sure that all of you with children know that it’s a good idea to have them seen by a physician for regular check-ups. And I am also certain that you have seen the latest diagnosis of our nation’s educational system: The long term trend results of the National Assessment of Educational Progress (NAEP), commonly called the “nation’s report card.” This report card, or “check-up,” gives us reason to believe that our four-year-old law is developing well, and helping to positively influence the learning of all children.
