Globalization has profoundly influenced higher education, driving the internationalization of academic programs, institutions, and student mobility. While cross-border education has historically been a cornerstone of scholarly exchange, recent decades have witnessed the rapid expansion of international academic programs, transnational campuses, and innovative delivery models. This chapter critically examines the complexities of cross-border higher education, focusing on emerging trends, quality assurance challenges, and the integration of Education for Sustainable Development (ESD) and Sustainable Development Goals (SDGs) into international academic frameworks. With the proliferation of foreign branch campuses, franchise programs, and global partnerships, new stakeholders—ranging from private corporations to multinational universities—are reshaping the educational landscape. However, the lack of standardized data collection on cross-border initiatives, regulatory inconsistencies, and concerns over accreditation pose significant challenges to ensuring educational quality and equitable access. This chapter explores the impact of these developments on higher education in both developed and developing nations, highlighting innovative models, policy gaps, and potential strategies for enhancing global education governance.
