While the analysis at the sub-group level takes into consideration the small number of cities and communities in each of the 48 sub-groups, the multi-dimensional analysis beyond the sub-group level looks into the performance of the 198 cities and communities included in the study as a cohesive and interconnected group of population centers across the U.S.A. The multi-dimensional analysis beyond the sub-group level considers the following factors: 1) sample size characteristics; 2) sustainability, climate action, and resilience plans; 3) criteria and indicators; 4) relevance of climate, bodies of water, and population size; and 5) preparedness score, index, and scale. The analysis of patterns of performance takes a closer look at the preparedness score of cities and communities organized using the classification factors of climate zone, impact of bodies of water (water and land cities or communities), and population size.
