Whilst many local authorities see CCT . as but a further unwelcome imposition of Central Government legislation and thinking on Local Government to which they have to adjust and respond as best they can, others rightly see it in a wider context and are using the opportunity it presents to radically review their roles and re-position themselves in terms of objectives, stucture and organisation and approach to service delivery. I will outline why all Councils should follow their lead by listing and detailing several other factors which have already impacted upon Local Government or will in the next decade or so and which together warrant a major re-think on the way forward for LA's.
