ITDG's Shelter programme has completed a study on building
standards in Kenya. They are based on standards specified
before independence and are not compatible with the need to
develop low-cost urban housing. We are investigating, in
co-operation with the Ministry of Housing and others, how
those standards could be changed to be more appropriate for
local conditions and locally perceived priorities. How
should countries go about developing their own, locally
appropriate, standards?

In addition to the engineer's contribution as presented by Mr
Green, engineers might think about fundamental needs such as
