The circular economy reflects public interests and contradicts private commercial interests – thus, it is a “market gap” that requires state regulation. However, the possibilities of direct regulation are limited, as in the conditions of domination of private property the circular practices are implemented in the activities of society and entrepreneurship and are determined by their own preferences, set in the social and business culture. Therefore, the state has to use the mechanisms of indirect regulation and manifest high flexibility while managing the circular economy.
Analysis of state management during study of the circular economy is very interesting, as it provides a possibility for determining the causal connections. At present, methodological provision of analysis of state managerial initiatives in the sphere of the circular economy is not yet formed. Precise statistical indicators, which are necessary for this analysis and which are brought down to the volume of state expenditures for protection environment, are not provided by the international statistics. The expert and analytical indicators, obtained in the course of qualitative evaluation of activity of state support for the circular economy, are subjective and cannot be used as the empirical basis for international comparisons.
