You will appreciate that it is with some diffidence that I introduce a paper in which I might seem to be blowing the trumpet of the Water Resources Board, but I hope you will think that I am paying tribute to the opportunities which have come their way and not speaking about personalities. Likewise, if I should chance to say anything critical, possibly about the Department of the Environment, I hope you will take the same view: that I am criticizing not individuals but what might become, in my view, a wrong division of functions.
