Since the Paper was written much water has flowed under the bridge or, to be more precise, much paper has flowed to and from Whitehall in the form of consultation documents and replies. In our view, reorganization is concerned with setting up sound water management, and the theme of the Paper is that this means sound river management. This view is borne out in at least two other papers presented to the conference. Mr Beddoe has indicated that regional water authorities will be responsible for the develop ment, management and control of rivers, aquifers, and the uses of water associated with that, and Mr Hill, in § 40 of his paper says
