Closing address

What struck me most forcibly in the early discussions at this conference was the remarkable unanimity on two things. First the fact that all welcome the new organization proposed by the Government, namely, the framework of 10 regional multi-purpose authorities, a National Water Council and the Ministry at the top. Secondly, there seemed to be almost equally widespread uneasiness as to whether the arrangements at the centre based upon the National Water Council were correct. Many speakers from many different disciplines have praised the work of the Water Resources Board and have shown great anxiety that its work and expertise should be continued.
