MR SKELTON, Introduction to Paper 2 One point of overlap in subject matter between Mr Jenkin's Paper 1, and Paper 2 was his Table 4 (in paragraph 63) giving the all-in costs of urban railways. For railway constructed underground he gives a range of £34-£100 million per km. The cost of the running tunnels themselves does not necessarily form a high proportion of that figure. In favourable ground conditions, the 1987 cost of building twin tunnels of a size used by London tube railways and of equipping them with track and signalling should not exceed £10 million per km. The really high construction costs are for stations. For example, deep level stations provided at 1 km intervals could each cost about £30 million, thus quadrupling the running tunnel costs.
