Luis Enrique Aguilar, Ph.D., received his Doctorate in education from the State University of Campinas (UNICAMP) and a Masters in technology of education from the University of Salamanca and Organization of Iberoamerican States (Spain). Aguilar is researcher and coordinator of the Laboratory of Public Policies and Educational Planning, founder of the Iberoamerican Observatory of Comparative Studies in Education. He is professor of undergraduate and postgraduation, head of department (former), postgraduate coordinator, and vice-president of the Central Postgraduate Commission of UNICAMP. He was a member of the Evaluation Committee of CAPES, National Agency for Postgraduate Evaluation and consultant of CNPq (National Council of Scientific and Technological Development), and National Counsel of Technological and Scientific Development, in the Foundation for Research Support (FAPESP and FAPEMIG). Aguilar also serves as a consultant and member of the editorial committee of qualified scientific journals in the area. He is president of the Brazilian Society of Comparative Education, which designs and elaborates on national and state teaching and training plans in the municipal, state and federal education networks as well as the management of national and international interinstitutional scientific cooperation. Its scientific production is in the areas of administration of educational systems, education planning, public policies, management, evaluation, and comparative studies of educational policy.
